The content of carbon (C) is controlled between 0.10%~0.22% or 0.20%~0.50%, the content of silicon (Si) is controlled at <0.60% or ≤0.50%, and the content of manganese (Mn) is controlled at 1.10%~1.70 % or ≤1.70%, the phosphorus (P) content is controlled at <0.025% or ≤0.035%, and the sulfur content is controlled at ≤0.035%. P355GH steel plate is smelted into fine-grained killed steel using electric furnace + refining outside the furnace + vacuum degassing.
